Project: Sports and Recreation compensation in relation to a proposed superstore development

Client: Tesco

Outline: The development of a compensatory sports and recreation package to offset the partial loss of a playing field, resulting from the development of a retail food superstore in Birmingham.

Our approach: We were instructed by the client to overcome existing and potential objections arising from the potential loss of recreational land due to the above development. We engaged all sections of the community to establish what facilities and opportunities might best be provided by way of compensatory provision, and where. The package that emerged included a range of both formal and informal facilities. However, importantly, it recommended provision of a 'ring-fenced' endowment fund to ensure that replacement facilities would be managed and maintained in the long term, and to a high standard.

We have subsequently received praise from various parties for the creativity and inventiveness displayed within the package, and for the sensitivity we showed in consulting with local groups and organizations in a meaningful way.

Both the superstore proposal and the compensatory package have now been sanctioned by the planning authority.

Benefits: The proposals show that commercial development can help to bring about positive change in terms of recreation opportunities. What is potentially lost was archaic in concept and poorly maintained. What will be provided as a result of the development will far better meet the needs of locals well into the 21st century, and on a financially sustainable basis.
